Delhi's Draft EV Policy 2026-2030 Proposes Tax Waivers and Phased Two-Wheeler Electrification

TL;DR

Delhi's draft EV Policy 2026-2030 proposes tax exemptions for electric cars, a phased ban on petrol two-wheelers by 2028, and significant incentives to boost EV adoption and infrastructure.

The Government of National Capital Territory (NCT) of Delhi has unveiled its Draft Electric Vehicle Policy 2026-2030, outlining an ambitious strategy to combat air pollution and promote clean mobility. Released on April 11, 2026, the policy seeks public comments by May 11, 2026, with key objectives to accelerate EV adoption through a comprehensive charging network and a robust EV supply chain. A notable proposal in the draft policy is a full exemption on road tax and registration fees until March 31, 2030, for electric cars priced up to ₹30 lakh (ex-showroom). Additionally, the policy aims for a phased electrification of two-wheelers, with a proposed ban on petrol two-wheeler registrations starting April 2028. Incentives of up to ₹1 lakh are also on the table for electric cars, linked to scrapping older vehicles and purchasing new EVs within six months. The policy also includes subsidies for electric two-wheelers, up to ₹30,000 initially, and mandates that new three-wheelers must be electric from 2027. It further proposes the phased electrification of school buses and a complete transition of government fleets to electric, alongside a significant push for charging and battery swapping infrastructure.
