Parliamentary Committee Reveals Uneven Progress in India's EV Adoption for Heavy Vehicles

TL;DR

A parliamentary report indicates that India's EV adoption scheme heavily favors two and three-wheelers, with no incentives for electric buses, trucks, or ambulances, and calls for 4-wheeler subsidies.

A recent report by a Parliamentary committee has highlighted significant disparities in India's electric vehicle adoption, revealing that the PM E-DRIVE scheme has made limited progress in electrifying heavy-duty segments such as buses, trucks, and ambulances. As of January 31, 2026, while 58.6 percent of the revised target of 28.2 lakh vehicles had been incentivized, most of this success was concentrated in electric two-wheelers and three-wheelers.

The report, presented by the Department-Related Parliamentary Standing Committee on Industry, noted that zero e-buses, e-trucks, and e-ambulances have been incentivized, despite these segments offering the largest potential for reducing vehicular emissions. The committee also flagged pending reimbursement claims for over 2.32 lakh electric vehicles, primarily in the e-two-wheeler segment, causing working capital stress for manufacturers. Furthermore, the committee strongly recommended introducing a consumer subsidy for electric four-wheelers, a segment currently excluded from the PM E-DRIVE scheme.
