This policy, effective from July 1, 2026, until March 31, 2030, is considered one of India's most interventionist EV frameworks. It combines purchase incentives, scrappage benefits, road tax waivers, and mandatory electrification timelines across key vehicle segments, creating a multi-fold demand opportunity for electric vehicle manufacturers.
A key aspect of the policy is the phased restriction on new registrations of internal combustion engine (ICE) vehicles. From April 2028, only electric two-wheelers will be eligible for new registrations in the capital, following similar restrictions for electric three-wheelers and light goods carriers starting January 2027. ICRA, a ratings agency, estimates that this policy could create a 13-14 times growth opportunity for electric two-wheelers, significantly widening the gap in EV adoption between Delhi and the rest of the country, where EV penetration already outpaces the national average.
