Delhi Unveils Groundbreaking EV Policy with Aggressive Phased Transition

This comprehensive roadmap introduces stringent mandates, including a complete ban on the registration of new petrol and CNG-powered two-wheelers starting April 1, 2028. Furthermore, from January 1, 2027, only electric three-wheelers (L-5 passenger autos) and N1 category light goods carriers will be eligible for fresh registrations in the capital.

The policy offers substantial financial incentives to encourage adoption, such as direct subsidies of ₹30,000 for electric two-wheelers and ₹50,000 for electric auto-rickshaws in the first year, with a phased reduction in subsequent years. All eligible pure EVs will also benefit from a 100% lifetime waiver on road tax and registration fees, though for passenger cars, this exemption is capped at vehicles costing up to ₹30 lakh ex-showroom. The government has also launched an online portal for processing subsidies and plans to invest over ₹7,000 crore to implement the policy over the next four years.

This bold move is primarily driven by Delhi's persistent struggle with severe air pollution, with two-wheelers and three-wheelers contributing significantly to vehicular emissions. The policy’s long-term vision includes expanding the charging infrastructure with 30,000 new charging stations and streamlining the subsidy disbursement process to ensure quick and secure transfers through Aadhaar-authenticated Direct Benefit Transfer.
