The Delhi government has released the Draft Electric Vehicle (EV) Policy 2026-2030, outlining a stringent roadmap to accelerate the city's transition to electric mobility. A key proposal in the draft is the phased ban on new petrol two-wheeler registrations from April 1, 2028, making only electric two-wheelers eligible for fresh registrations thereafter. Commercial operators face an even shorter timeline, with aggregators prohibited from adding new internal combustion engine (ICE) two-wheelers from January 1, 2026, and existing BS-VI compliant two-wheelers allowed only until December 31, 2026.
For three-wheelers, new registrations will become electric-only from January 1, 2027. The policy also includes incentives for EV buyers, such as subsidies of up to ₹30,000 for electric two-wheelers in the first year, which will gradually reduce over time. Electric three-wheelers are set to receive up to ₹50,000 in incentives initially. Furthermore, electric cars priced up to ₹30 lakh will benefit from a full exemption on road tax and registration fees until 2030.
The draft policy aims to tackle vehicular emissions, which account for approximately 23% of Delhi's pollution, by combining mandate-driven transitions with various incentives and an expanded charging network. Delhi Transco Limited is tasked with developing public charging and battery-swapping infrastructure, and EV dealers will be required to install charging stations.
