A key aspect of the draft policy is the mandate that only electric versions of three-wheelers (L5 category) will be permitted for new registration in Delhi from January 1, 2027. Furthermore, the policy proposes an outright ban on the registration of new ICE two-wheelers from April 1, 2028.

Carmakers, however, have expressed concerns, with some seeking subsidies of ₹1.5 lakh per vehicle for electric cars priced below ₹15 lakh, and opposing tax breaks for strong hybrid vehicles. Two-wheeler manufacturers and the Society of Indian Automobile Manufacturers (SIAM) argue that the focus should be on scrapping older, more polluting vehicles rather than banning new BS-VI compliant ICE two-wheelers, citing concerns about the readiness of electric motorcycle technology and supply chain constraints.
