The Commission for Air Quality Management (CAQM) has recommended incentivizing two-wheelers under Delhi's upcoming Electric Vehicle (EV) policy 2.0, expected to be ready by the next fiscal year. This proposal is part of broader measures to curb air pollution in the capital, particularly targeting end-of-life vehicles (ELVs). A meeting chaired by the Union Environment Minister on January 13, 2026, discussed strategies to reduce vehicular pollution, a major contributor to Delhi's air quality issues.

Among other steps discussed were enhancing EV charging and battery swapping points from 9,000 to 36,000 within the next two years, and deploying Automatic Number Plate Recognition (ANPR) cameras at border entry points to prevent ELVs from entering Delhi. The CAQM report estimates that only about 10% of the approximately 66 lakh ELVs (old petrol and diesel vehicles that have completed 15 and 10 years, respectively) may still be plying on Delhi roads, with many either sold in other states or scrapped.
